How an employment corridor reshaped the southern metropolitan edge
OMR’s modern real-estate story is closely connected to IT infrastructure, planned employment sites, highway investment and new housing. That story must also include older village boundaries, water systems, public transport and the difference between approved development and informal market claims.
4 July 2000 · documented milestone
TIDEL Park and the IT-sector shift
Tamil Nadu’s Information Technology Department policy note records that TIDEL Park was inaugurated on 4 July 2000. It describes a 12-storey facility with 1.28 million square feet and reports that it was fully occupied at the time of the note. This is an important Chennai IT-sector milestone, but it should not be mistaken for the opening date of every part of the OMR corridor.
The state IT Department describes the Sholinganallur SEZ near IT Expressway / OMR as an IT/ITES campus formed across 377.08 acres. Its page lists land allotments to named companies and documents further infrastructure work. This is direct official evidence for a planned employment node; it does not by itself establish the promoter or approval date of nearby private residential layouts.
Government budget and highways documents identify upgrades to Rajiv Gandhi Salai / IT Highway, junction improvements and widening works. The corridor should be tracked by dated project orders, completion status and exact segment rather than using one vague “OMR development year”.
The Tamil Nadu State Wetlands Authority explains that Pallikaranai Marsh lies alongside Buckingham Canal and OMR, with mixed residential and institutional uses around it. Development history here must include drainage, flood storage and wetland boundaries because they materially affect planning and land suitability.
Before large-scale IT development, this corridor included village settlements, local roads and water systems. A precise reconstruction needs village maps, revenue surveys and dated transport records; modern locality names should not be projected backwards without evidence.
2000
TIDEL Park opens
TIDEL Park’s 4 July 2000 inauguration is documented by the Tamil Nadu IT Department. It marks one important technology-sector milestone, not the opening date of the entire OMR corridor or proof of a uniform effect on nearby land prices.
2000s onward
IT Highway, campuses and housing
The corridor expanded through a sequence of employment campuses, road projects and residential approvals. ELCOT allotments, highways orders, company records and planning approvals should be mapped by date and segment; one corridor-wide launch date would be misleading.
Current planning
Connectivity, risk and urban form
Current land-use analysis should include junction and transit changes, storm-water works, wetland and coastal constraints, and the balance of office, residential and retail uses. These factors vary significantly between Taramani, Perungudi, Sholinganallur and Siruseri.
PRICE & LAYOUT RESEARCH
Identify the exact site before assigning a value
OMR has different submarkets. Perungudi, Thoraipakkam, Sholinganallur and Siruseri cannot share a single price history. Each series must specify street or survey number, effective date, land extent, zoning, approvals and whether the evidence is a guideline value, registered sale or market asking price.
Layout promoter status: the sources establish public-sector IT park development but do not identify the promoter of every adjacent private layout. No private promoter or layout date is guessed.
Research note. Job growth can affect demand, but does not prove a specific price movement. Prices must be supported by dated comparable evidence.
OMR: a dated employment-corridor history, not a single launch date
Old Mahabalipuram Road (OMR), now Rajiv Gandhi Salai, became a major employment and housing corridor through a sequence of state-backed technology campuses, road works, SEZ land allotments and private development. It is inaccurate to attribute the whole corridor to one project or one launch year.
First technology anchor: TIDEL Park, Taramani
TIDEL Park was developed by Tamil Nadu government agencies TIDCO and ELCOT and opened in 2000. It is located in Taramani near the southern urban edge and became a visible early anchor for IT/ITES employment. Its influence radiated along existing roads and nearby institutional areas; the extent and timing of residential response varied by village and access point.
Road corridor and the state’s role
Tamil Nadu Road Development Company describes Rajiv Gandhi Salai as a 45-kilometre route from Madhya Kailash to the East Coast Road near Mamallapuram. Its IT Corridor Project was intended to improve a road affected by heavy traffic, pavement deterioration and congestion, and to support the IT/ITES corridor. Road improvement is a dated infrastructure programme, not proof that all adjoining land was simultaneously converted to residential use.
Sholinganallur SEZ and Siruseri
The Tamil Nadu IT Department identifies the Sholinganallur SEZ near the IT Expressway/OMR, with a stated extent of 377.08 acres. Its published land-allotment table lists Wipro, HCL, Satyam, Ford, Cognizant, Sutherland and TNEB allocations; the page also records a 2019 inauguration for Ford’s Global Technology and Business Centre and refers to infrastructure work in 2019–20. TNRDC separately identifies SIPCOT’s 2,000-acre Siruseri Cyber City abutting the IT Corridor. These are concrete anchors for the corridor’s employment geography.
Localities must still be distinguished
Taramani: institutional and technology-campus influence, with TIDEL Park as a major milestone.
Perungudi and Thoraipakkam: growth shaped by road access, employment sites, established settlements and drainage/wetland conditions; each site requires exact parcel and approval checks.
Sholinganallur: SEZ and IT/ITES employment, plus junction access and nearby residential expansion.
Siruseri: SIPCOT Cyber City and campus-scale employment; not interchangeable with Sholinganallur SEZ.
Kelambakkam and beyond: southern corridor expansion overlaps with ECR access and regional growth; commute distance and infrastructure differ by location.
Land value: use the correct unit of evidence
For an OMR property, do not publish one “OMR rate.” Compare the exact stretch, village, survey number, zoning, road frontage, access, land-use permission, flood/wetland constraints and transaction date. Government guideline values, registered consideration and advertised prices are separate series. Historic values should be recorded with the applicable guideline period and the exact TNREGINET village/street classification.
Promoter / layout finding: TIDEL Park and the Sholinganallur SEZ have identifiable public-sector development actors in official sources. Those agencies should not be described as the promoter of nearby private residential layouts unless the relevant approved layout plan explicitly identifies them.
