Wetlands Authority files status report on the proposed interim zone; no order reported

The Member Secretary of the Tamil Nadu State Wetlands Authority filed a status report before the Madras High Court setting out a revised interim Zone of Influence of about 316.76 acres (128.19 ha) across 36 survey numbers, prepared after 23 representations from landowners, developers and others. The report proposes that construction inside the zone be regulated according to site-specific scientific and hydrological conditions rather than banned outright, with a No Objection Certificate from the District Level Wetlands Management Committee, and lists safeguards: no blocking or diverting of drains and inlet/outlet channels, no dumping of waste or debris in drainage paths, restrictions on discharging untreated sewage or effluent into connected watercourses, no permanent alteration of hydrological connections and no Red Category industries.

What changed
The State's proposal is now on record as a written status report, with listed safeguards and a stated NOC route.
What did not change
No order adopting the proposal has been reported. The report itself describes the zone as interim, not the final boundary.

PMK leader questions the reduced protection zone and calls for wetland boundaries to be notified

PMK leader Anbumani Ramadoss accused the Wetlands Authority of favouring private developers after it told the High Court that, following consultations on 30 September, the zone would be cut to about 316 acres. He described the earlier zone as 8,397 acres. He called for scientifically determined zones with construction regulated rather than banned outright, full survey and notification of wetland boundaries as directed by the Supreme Court on 11 December 2024, and abandonment of the wall and walkway works along the marsh.

What changed
Political opposition to the reduced zone is now on record.
What did not change
A political statement has no legal effect on the court proceedings or on approvals.

Zone of InfluenceSubmission to court — not an order

Wetlands Authority tells High Court the interim zone can be limited to 36 survey numbers (128.19 ha)

The Tamil Nadu State Wetlands Authority told the Madras High Court that 36 survey numbers covering about 128.19 hectares could serve as the interim Zone of Influence, and that private patta lands had been excluded from this proposal. Counsel for CREDAI Chennai said the proposal was acceptable to the developers' body. The court directed a report to be filed by 14 October and said it would consider orders after reading it.

What changed
The State's proposed interim zone is far smaller than the 1 km zone reportedly used for the current approval pause.
What did not change
This is a submission, not a court order. Exclusion of patta land from the proposal does not by itself make any parcel unrestricted, and land outside the 36 survey numbers is not automatically cleared for construction.

Not yet confirmed

  • Earlier proposed zone of about 3,358 ha: Single secondary source; a PMK statement gives 8,397 acres (about 3,398 ha). Not shown as fact.
  • The 36 survey numbers and the villages they fall in: Official schedule and map not seen; several entries are reported as part survey numbers.

PMK demands the 3 km wall and walkway works on the marsh be stopped

Anbumani Ramadoss demanded that the State stop and remove a roughly 3 km retaining wall and pathway being built on the marshland under the Neithal Recovery Mission, which the State is funding with a World Bank loan (₹21.5 crore allocated to the Pallikaranai works), saying it could obstruct rainwater flow and raise flood risk for nearby homes. He warned of a protest if the works continue.

What changed
The wall works have become a public point of contention.
What did not change
No order stopping the works has been reported. The works are separate from the Zone of Influence case.

Officials meet to revise the proposed interim Zone of Influence

Officials met on 30 September to review the proposed boundary, following the court's directions; the reduced proposal presented in court on 12 October followed. One secondary source adds that the review considered satellite imagery, water spread, drainage paths, low-lying land, infrastructure and links to nearby wetlands.

What changed
The State's working proposal was revised downward.
What did not change
An internal meeting outcome is not a notification or an order. Minutes of the meeting have not been seen.

MLA raises flood concerns over concrete wall and walkway around the marsh

PMK MLA Sowmiya Anbumani inspected the 3 km concrete compound wall and walkway being built around the marshland under the ₹21 crore Neithal restoration and protection works, and said it could block natural rainwater flow and cause stagnation in nearby residential areas. She suggested a simple fence instead and asked the State to prepare a wetland conservation plan.

What changed
First public objection in this period to the wall works.
What did not change
No government response or order was reported.

Wetlands Authority files NCSCM interim Zone of Influence map; says construction can be regulated, not banned

The Tamil Nadu State Wetlands Authority told the Madras High Court that construction in the Zone of Influence could be regulated rather than banned, and placed on record an interim map prepared by the National Centre for Sustainable Coastal Management. The map proposes a variable width instead of a uniform 1 km — zero metres along about 30 km of the 77.85 km boundary studied, and more than 100 m along roughly a third of it. The court took the map on record and gave CREDAI and other parties time to respond, listing the matter for 7 September.

What changed
The State's position shifted from a uniform 1 km buffer towards a science-based, variable-width zone.
What did not change
This was a submission. No order lifting the approval restriction was reported.

  8. NGT (Southern Zone) judgment: no approvals that may alter the marsh until the Integrated Management Plan is ready

In O.A. No. 91 of 2023 (SZ), the tribunal directed that, until the Integrated Management Plan is completed, the authorities should not grant approvals or permissions that may alter the character of the marshland, and that CMDA may grant approvals in the marshland and its zone of influence only after the plan is prepared on the basis of the Wetlands Authority's survey (paras 44–46). The judgment refers to a general 1 km zone of influence recommended in a draft management plan and records the Wetlands Authority's position that the zone is site-specific; it sets no deadline, directing the agencies to expedite the plan.

Due-diligence checklist

For plots, apartments and land anywhere near the marsh. For more detail, see our property checklists and official portals.

  1. Get the exact survey number and subdivision from the sale deed and patta — a street address or distance from the marsh is not enough.
  2. Place the parcel against the Ramsar site boundary, the 1 km zone reportedly used in CMDA Office Order No. 07/2025, and the proposed interim Zone of Influence schedule (36 survey numbers, several only in part).
  3. Check the land classification in the revenue records (Tamil Nilam / patta–chitta). Watercourse, swamp or poramboke classifications need specialist advice.
  4. Obtain the Encumbrance Certificate and the chain of parent documents, and have title examined by a property advocate.
  5. Get the planning-permission position in writing from CMDA or the local body. For apartments, also check the approved plan, building permit, RERA registration and completion or occupancy certificate.
  6. Look at drainage on the ground: is the site on or next to an inlet or outlet channel, a natural drain or low-lying land that floods?
  7. Ask about pending litigation, stop-work notices and environmental-clearance conditions (for example, a required Wetlands Authority clearance).
  8. Recheck the court position after every hearing, and do not pay an advance that is not refundable if approvals are refused.

Frequently asked questions

Has the 1 km approval freeze been lifted?

No order lifting it had been reported as of the “Sources last checked” date on this page. The State's proposed interim Zone of Influence is before the Madras High Court, and no order adopting it has been reported. The CMDA office order that paused approvals is described here from reports; we have not yet reviewed an official copy.

My land is patta land. Is it now outside the zone?

The Wetlands Authority told the court that private patta land was excluded from its proposed interim zone. That is a proposal, not an order, and being outside the proposal does not by itself make a parcel free of restrictions. Check your survey number and get written confirmation before committing money.

What could happen at the next hearing?

The court may accept, modify or reject the proposed interim zone and its safeguards, or adjourn again. We will add an update only after a reliable report or record of what actually happened.
